WASHINGTON—House Speaker Mike Johnson (R., La.) said Republicans need broad changes to U.S. border and immigration policy as a condition for joining Democrats to pass
tens of billions of dollars in aid sought by Ukraine in its war against Russia.Johnson said in a letter to the White House that “supplemental Ukraine funding is dependent upon enactment of transformative change to our nation’s border security laws,” and pointed to House Republicans’ H.R. 2 immigration bill as a starting point. That bill passed the GOP-led House in May with no Democratic support and never got a vote in the Democratic-controlled Senate.
